The Harm Principle

Lately there have been a number of unprecedented upheavals in the United States. The thoughts and beliefs of the majority of Americans have been challenged. Their emotions stand at a precipice teetering back and forth between stability and thoughts of paranoia and dread.

Critical masses of people who have awakened and have realized that perhaps it is time to take a long last look at the America we once knew. It is time we understood that the America of the present is no longer the America of the past, and the future, while under the control of madmen, may become far more frightening than we realize.

The United States just barely understands the fragility of its existence.

I hope that you have been paying attention to what has happened with both the Hurricane Katrina Disaster and the Hurricane Rita dog and pony show.

The corporate media has engineered an interesting story regarding the Federal Emergency Management agency, or FEMA. They depicted the agency as being bumbling and inept, a bureaucratic leviathan wrapped up in red tape during the Hurricane Katrina Disaster.

Names have been called and blame has been thrown around, but we are slowly getting back into the norm of watered-down euphemistic jargon on the nightly news, touting the dependability of government and their ability to save us from ourselves.

The corporate media and the vacuum of leadership in the United States has not given us any real answers as to why FEMA turned away first responders to the tragedy, why they told Wal-Mart supply trucks to go away, and refused aid from the Red Cross.

The only change that has been made as a result is that Michael Brown, the original director of FEMA operations during Katrina, resigned his post. Coast Guard Vice Admiral Thad Allen later replaced him.

The Federal Emergency Management Agency still is in operation even after they went out of their way to refuse help to the dying, the starving and those that were in need of medical help.

Do you even wonder why?

Because regardless of all what appeared to happen FEMA is still in operation because it did nothing wrong. FEMA is not and was never created to respond to natural disasters. They are not in operations to help American citizens. FEMA's true purpose is to maintain continuity of government during and after a national emergency. They also have the power to suspend the constitution and declare martial law during any crisis either real or perceived.

The Federal Emergency Management Agency has broad powers in every aspect of the nation in times of crisis or emergency. They have been called "The shadow Government."

"FEMA provides a new frontier in the protection of individual and governmental leaders from assassination, and of civil and military installations from sabotage and/or attack, as well as prevention of dissident groups from gaining access to U.S. opinion, or a global audience in times of crisis."-- General Frank Salzedo, chief of FEMA's Civil Security Division 1993

FEMA is an unconstitutional construct that allows your government to suspend the constitution and act as a governing authority during a national emergency.

FEMA has only spent about 6 percent of its budget on emergency preparedness. The other 94 percent goes into the building of underground facilities and maintaining areas that are designated as REX 84 detainment camps.

In 1984, President Ronald Reagan signed National Security Decision Directive 52, authorizing the mass detention of 400,000 people in the event of "civil unrest" protesting a U.S. invasion of Central America. It was part of a plot, code-named Rex-84 Alpha, created by the National Security Council under the direction of Marine Lt. Col. Oliver North. It called for suspending the Constitution, placing the nation under martial law and canceling the 1984 election.

Rex 84, is short for "Readiness Exercise 1984." It was originally a classified plan by the United States federal government to accommodate the detention of large numbers of American citizens in case of massive civil unrest or national emergency.

FEMA, in association with 34 other federal civil departments and agencies, conducted civil readiness exercises in April of 1984. It was conducted in coordination and simultaneously with a Joint Chiefs exercise, Night Train 84, and Garden Plot a worldwide military command post exercise including Continental U.S. Forces or CONUS.

The drills and operations were based on multi-emergency scenarios operating both abroad and at home. In the combined exercise, Rex-84 Bravo, FEMA and DOD led the other federal agencies and departments, including the Central Intelligence Agency, the Secret Service, the Treasury, the Federal Bureau of Investigation, and the Veterans Administration through a gaming exercise to test military assistance in civil defense.

The exercise anticipated civil disturbances, major demonstrations and strikes that would affect continuity of government and or resource mobilization. To fight subversive activities, there was authorization for the military to implement government ordered movements of civilian populations at state and regional levels, the arrest of certain unidentified segments of the population, and the overturning of the Posse Comitatus Act, an action which makes the military a police force.

During the Iran Contra hearings Colonel Oliver North was questioned by Texas Democratic Representative Jack Brooks about the REX 84 program. Sen. Daniel Inouye of Hawaii, chair of the hearings, reminded Brooks that it was a classified operation and that the hearings were not the place to discuss it.

There are over 600 FEMA camps in the United States, all fully operational and ready to receive detainees. There are other facilities that can be converted into detainment areas if the military and/or FEMA decide to seize the property for operations.

After Hurricane Katrina devastated Louisiana, Mississippi and Alabama there were FEMA camps on the ready to receive refugees/detainees to be housed and taken into custody by the government.

Many people were told that they were being sent to Houston. However they ended up in concentration camps thousands of miles from their homes.

There were at least 152 evacuees that arrived at the Camp Williams Utah Army National Guard training site. Camp Williams occupies 25,000 acres in north central Utah, 26 miles south of Salt Lake City. It sits on the west slope of the Traverse Mountains. The area is a virtual no man's land near the Utah State Prison.

Many of the victims of the Katrina disaster were taken aboard military planes and none of the frightened passengers knew where they were being taken. All they knew was that they were landing in a strange place complete with military soldiers carrying large guns. Barbed wire and watchtowers surrounded the compound.

This is what it is like living in America with the shadow government setting up business during a crisis. The examples of how FEMA and homeland security is behaving in times of natural disasters are only a prologue to what may be in store for the future.

Reuters News reported that when Hurricane Rita headed for Texas, George W. Bush was planning to arrive to oversee the relief efforts and have another heroic photo opportunity. However, a little change in plans took place and the President detoured to Colorado Springs where the U.S. Northern Command is located.

Apparently the President felt that he "would just be in the way" of the search and rescue teams, and so he would go to be safe and comfortable at the command center.

White House spokesman Scott McClellan said that the Federal Emergency Management Agency decided to reposition the search-and-rescue teams from San Antonio closer to where Hurricane Rita was battering Texas and said that they didn't want to slow down that decision in any way. So the President and his entourage made the decision that they would go straight to Colorado.

On September 25th, 2005 President Bush called on Congress to consider a larger role for U.S. armed forces in responding to natural disasters, as he completed what White House aides called a weekend "fact-finding" mission to determine whether the Pentagon needs more control.

The truth behind this watered-down explanation from the White House is that the President wanted to arrive at U.S. Northern Command to oversee the efforts of a military exercise. A military exercise where military troops are called up to police their fellow American citizens.

This exercise or drill is called "Granite Shadow". The military would be mobilized on American soil in order to restore order during a possible terror attack of biological and/or nuclear weapons attack or during natural disasters such as what has happened with Katrina and Rita.

The Washington Post reported that Granite Shadow is yet another new Top Secret and compartmentalized operation related to the military's extra-legal powers regarding the policing of American citizens. It allows for emergency military operations in the United States without civilian supervision or control.

The report outlines the preparations for martial law takeover in the US. It is alleged that the Granite Shadow is an unclassified name for a classified contingency plan where deployments of "special mission units" will take place in Washington, DC and other domestic areas where a real or perceived crisis is taking place. These "special mission units" include the so-called Delta Force, SEAL teams, Rangers, and other special units of the Joint Special Operations Command.

It is also proposed that Granite Shadow posit domestic military operations, including intelligence collection and surveillance, unique rules of engagement regarding the use of lethal force, the use of experimental non-lethal weapons, and federal and military control of incident locations that are highly controversial and might border on the illegal.

Bush is literally asking Congress to consider overturning the Posse Comitatus Act of 1878. The act generally prohibits federal military personnel and units of the United States National Guard under federal authority from acting in a law enforcement capacity within the United States, except where expressly authorized by the Constitution or the Congress. Coupled with the Insurrection Act, the powers of the federal government to use the US military for law enforcement are limited.

"Whoever, except in cases and under circumstances expressly authorized by the Constitution or Act of Congress, willfully uses any part of the Army or the Air Force as a Posse Comitatus or otherwise to execute the laws shall be fined under this title or imprisoned not more than two years, or both."-- Sec. 1385. - Use of Army and Air Force as Posse Comitatus

We also are beginning to see the bigger picture, as Granite Shadow seems to have many different provisions, potentially including shifting federal responsibility for the management of major natural disasters from the Department of Homeland Security to the nation's top military generals.

We can see that deployment has begun. The disasters have prompted a sense of urgency to test, and demonstrate, the power of the Federal Emergency Management Agency as the military arm of Homeland Security.

Granite Shadow's full impact is allegedly going to take place during the winter of 2005-2006, with full command powers and executive orders to be enacted upon by April of 2006.

From these vague rumors we can only speculate that the winter of 2005 is going to be a rough one, considering the impact of the two hurricanes on our economy and on the ability for people to pay for food and heat this winter.

In the aftermath of the hurricanes, supplies of oil and natural gas have been cut down twice in one month and the price of natural gas will probably rise to $20.00 per unit by Christmas 2005. That would be a 700 percent increase since 2002.

This means that poorer people who live in the states with the roughest winter weather will have to make a choice: either starve or freeze to death.

Also, the winter brings with it the cold and flu season. There has already been concern from the Centers of Disease Control about the outbreak of the H5N1 or Avian Flu Virus.

This news story has been cleverly clouded by the hurricane stories and could very well be the next crisis waiting in the wings. The truth of the matter is that the United States government has been overseeing contingency plans for the next phase of a whole series of disasters, and that is the policing of Americans who may be carriers of a strain of flu.

The Granite Shadow exercise could be seen as a preparation drill for a military response to a possible bird flu pandemic that experts say could kill up to 200,000 Americans.

Granite Shadow could also be used to enforce a proposal called the Model State Emergency Health Powers Act. The draft bill has been lingering for some time after the attacks on September 11th, 2001. The bill was first recommended as a means to help states protect citizens against bio-terrorist attacks and deal with national defense issues.

However, the bill seems to go much further, calling for new police powers all in the name of controlling epidemics of infectious diseases during public health emergencies.

Under the Model State Emergency Health Powers Act, upon the declaration of a "public health emergency", governors and public health officials would be empowered to:

Force individuals suspected of harboring an "infectious disease" to undergo medical examinations. Track and share an individual's personal health information, including genetic information.

Force persons to be vaccinated, treated, or quarantined for infectious diseases. This includes arresting, imprisoning and forcibly examining, vaccinating and medicating you and your children without your consent. The Government will not be held liable if these actions result in your death or injury.

As with Hurricane Katrina we saw the implementation of REX 84 where evacuees were sent to FEMA camps. If there is a flu pandemic the same process would in fact happen again. This time the camps would be used for quarantine and as examination facilities.

Literal colonies of sick individuals would be placed in camps far from civilization. The government could mandate that all health care providers report all cases of persons who harbor any illness or health condition that may be caused by an epidemic or an infectious agent and might pose a "substantial risk" to a "significant number of people or cause a long-term disability."

Pharmacists would be required to flag or report any unusual demand or any increased prescription rates that may be caused by epidemic diseases.

All existing state laws, rules and regulations, including those relating to privacy, medical licensure, and property rights, would be suspended. The government would then have the right to seize your house, car, telephones, computers, food, fuel, clothing, firearms and alcoholic beverages for their own use. Once again, they will not be held liable if these actions result in the destruction of your personal property.

The military, with the blessing of FEMA and Homeland Security, can and will control public and private property during a public health emergency, including pharmaceutical manufacturing plants, nursing homes, other health care facilities, and communications devices.

The military would be used as a police force to enforce the state's order, asking for the surrender of any firearms or survival supplies, among other commodities. The state government would then have the right to impose fines and penalties to enforce their orders.

This is all covered with the recent revelation of the Granite Shadow exercise.

President George W. Bush issued an appeal before the UN General Assembly, calling for an international mobilization to combat the H5N1 virus that carries the potential of claiming 100 million lives around the world.

Scientists fear that simultaneous infection with a common strain of flu and H5N1 may allow a mutation to occur that will be easily transmissible between humans.

Unlike a Hurricane this next possible disaster is one that most people will not be able to hide from. Virologists are speaking of a very frightening scenario of how this strain of avian flu can get into the population.

Chickens in Southeast Asia get sick and transmit it to migratory birds. Those birds then carry the disease to China. Humans are then infected, and soon it spreads like wildfire across the globe.

Most viruses will attack and then subside, eventually coming back stronger in second or third waves. Quarantines can slow, but not prevent, a pandemic. Humans may be contagious without showing signs of infection. You might be a carrier and not even know it.

This is the perfect "invisible enemy."

Can you wrap your mind around the possibility of hearing a cough and wondering if that cough would be your death warrant?

It has happened before.

Flu pandemics are comparable to biological earthquakes that send a temblor throughout the populace. Virologists are now saying that we run the risk of having a similar scenario, which occurred in 1918.

Between 1918 and 1919 the Spanish flu pandemic killed an estimated 25 to 50 Million people worldwide. It is estimated that at least 20 percent of the planet was infected and about 5 percent died as a result.

The potency of the Spanish flu was so harsh that people contracted it and, within hours, died of the disease. Many of those infected with the virus died horribly struggling to clear their airways of a blood-tinged froth that would gush from the nose and mouth.

The flu ran its course for 18 months and then mysteriously disappeared. Eighty years later the idea that another major flu outbreak started up again, along with the threat of terrorism, with its scares of biological warfare and other diseases being released into the food supply.

Stories about pandemic flu outbreaks would sporadically appear in the news throughout the latter part of the 1990's. There were many people who thought that the flu scares were actually a part of another pandemic, one of preoccupation with the apocalypse.

Now the words "inevitable" and "highly likely" are being used about the possibility of an outbreak H5N1 virus. There is also concern that the virus could combine with another virus, creating a "mutation." These fears and reports seem to be a conditioning process for what may occur in the winter of 2005-2006.

It is time to pay attention to all of the warnings. History shows that when there is a preoccupation with a scientific breakthrough in bio-warfare, there always seems to be an outbreak of mutant diseases that we don't seem to have a cure for.

Declassified studies have surfaced and have been used as proof that there are plans being carried out to reduce the population in some nefarious biological holocaust.

One particular Memorandum that has a forward written by Henry Kissinger is Memorandum 200 calling for a population reduction across the planet.

"World policy and programs in the population field should incorporate two major objectives:

(a) Actions to accommodate continued population growth up to 6 billions by the mid-21st century without massive starvation or total frustration of developmental hopes; and

(b) Actions to keep the ultimate level as close as possible to 8 billions rather than permitting it to reach 10 billions, 13 billions, or more".—Memorandum 200

This memorandum was first conceived in the mid-1970's. It stands as a prologue to the deadly, new biological maladies that we hear about on the nightly News. SARS, Avian Flu, BSE, HIV, AIDS, they are all waiting in labs now and they could have very well been the result of genetic tampering in order to create a mutation.

If you look back in history you will see that there always seems to be some sort of "concern" for possible outbreaks of some new disease. With the concern come federal grants from the Department of Defense or from military interests.

It seems that the goal of the military has been to corral and tame an "alien virus" in order to use it as a bio-weapon.

During the defense appropriation hearings held in 1969, there was talk of creating a stealth weapon that would attack immune systems for the sole purpose of genocide.

"We can take 24 years of biological research, use 76 of our bio-warfare labs in operation, add ten million dollars on top of the 31 million dollars going into nefarious warfare research this year, and come up with the ultimate stealth weapon, a synthetic bio-agent for which no natural immunity could have been required"—from H.B. 15090, Dr. Macarthur DOD Subcommittee 1969.

The documentation from the closed-door hearing made quite clear that, at the time, all biological agents used in weapons systems contained naturally occurring diseases. The codes of these diseases could be cracked, and cures for the effects of such crippling agents can be found. All of the components of lethal weapons were known by scientists throughout the world. It was then proposed that perhaps it would be time to create a new infective microorganism, which could differ in certain important aspects from any known disease-causing organism.

One that mainstream science could not crack.

Since that time there have been reports of diseases like the West Nile Virus, SARS, HIV, AIDS and BSE.

We can't possibly say with surety that any or all of these diseases could have been created in a lab somewhere. However, we must understand that diseases that are similar were first found by research teams paid by world governments, and then, through a series of genetic experiments, were changed into lethal biotech weapons.

The fear of the H5N1 pandemic is no accident. The reports of the stockpiling of neuraminidase inhibitors and antiviral drugs are based on knowledge that experiments have occurred. Man's tinkering with biological diseases can backfire, and has probably already triggered an all-out invasion by a universal adversary.

According to a watchdog group known as "The Sunshine Project", it has been well known that science had already attempted to genetically replicate the Spanish flu.

According to the 2003 briefing entitled "Emerging Technologies: Genetic Engineering and Biological Weapons", Dr. Jeffery Taubenberger, a pathologist at the Armed Forces Institute of Pathology in Washington, D.C. and the head of the institute's division of molecular pathology, led a team of pathologists on the quest to find finding the killer Spanish flu virus and the discovery of genetic material from the influenza of 1918.

These scientists received a grant of $12.7 million to study the virus, which was part of a $1.7 billion budget in bio defense. This raises a paranoid red flag as we see that scientists were all given the green light to exhume diseased bodies and use their corpses for study.

A sample of lung tissue from a 21-year-old soldier, who died in 1918 at Fort Jackson in South Carolina, yielded what the Army researchers were looking for: intact pieces of viral RNA that could be analyzed and sequenced. In a first publication in 1997, nine short fragments of Spanish flu viral RNA were revealed. Due to the rough tissue preparation procedure in 1918, no living virus or complete viral RNA sequences were recovered.

Genetic techniques helped to isolate more Spanish flu RNA from a variety of sources. By 2002, four of the eight viral RNA segments had been completely sequenced, including the two segments that are considered to be of greatest importance for the virulence of the virus: the genes for hemagglutinin and neuraminidase.

The project did not stop at sequencing the genome of the deadly 1918 strain. The Armed Forces Institute of Pathology teamed up with a microbiologist from the Mount Sinai School of Medicine in New York. Together, they started to reconstruct the Spanish flu. In a first attempt, they combined gene fragments from a standard laboratory influenza strain with one 1918 gene. They infected mice with this chimera, and it turned out that the 1918 gene made the virus less dangerous for mice.

In a second experiment, published in October 2002, the scientists were successful in creating a virus with two 1918 genes. This virus was much more deadly to mice than other constructs containing genes from contemporary influenza virus. This experiment was only one step away from taking the 1918 "alien" entirely out of the bottle and bringing the Spanish flu back to life.

With all of the paranoia surrounding H5N1 and with the possibility that a mutation could easily be released into the populace, a story has now surfaced confirming that the Spanish Flu of 1918 has successfully been replicated.

Undisclosed quantities of the virus are being held in a high-security government laboratory in Atlanta, Georgia, after a nine-year effort to rebuild the agent that swept the globe in record time and claimed the lives of an estimated 50 million people.

The genetic sequence is also being made available to scientists online, a move which some fear adds a further risk of the virus being created in other labs.

How bold of these scientists to allow for this to happen!

Other Scientists are not too happy that the sequencing has been published.

"Once the genetic sequence is publicly available, there's a theoretical risk that any molecular biologist with sufficient knowledge could recreate this virus," -- Dr John Wood, National Institute for Biological Standards and Control (U.K.).

These scientists have always considered the issue of hostile use of their work. They had already acknowledged that the available molecular techniques could be used for the purpose of bio terrorism. Yet they are brazen and cavalier about publishing the sequencing. This doesn't add up.

Another thing that doesn't add up is the reason for resurrecting this virus. There was absolutely no sound scientific reason to conduct these experiments.

This virus was gone. It had already made its mark in history. Now it is alive again.

It has the potential to kill again.

The most recent experiments were allegedly conducted to test the efficacy of existing antiviral drugs on the 1918 construct - but there would be little need for antiviral drugs against the 1918 strain if it hadn't been sequenced and recreated in the first place. It is true that bio-defense research and civilian medical are always in competition, bringing about the simulated evolution of naturally occurring infectious agents or the development of bio-warfare agents.

But in this competition, science should avoid creating the threats that are the alleged motivation for the research.

The vicious circle has been established.

A resurrection of the Spanish flu is neither necessary nor warranted from a public health point of view. If Jeffery Taubenberger worked in a Chinese, Korean or Iranian laboratory, his work might well be seen as the "smoking gun" of a bio-warfare program.

We have Saddam Hussein in custody today for allegedly turning deadly chemical weapons on his own people, yet our scientists recreate a deadly plague, publish its genetic sequence, and then await the killer flu to arrive stateside so they can try out their new drugs on it.

The question needs to be asked: Are these scientists saving humanity from pandemics or creating "man-made viruses for population control"?

The answer may lie with the numerous top-level microbiologists who have met untimely ends since 1994.

Consider that, between October of 2001 and January 7, 2005, as the world's policies on terrorism and plans for counterterrorist weaponry began to crystallize, such scientists were dying at the average rate of one every 25 days. The deaths could be unrelated...but the chances of that are 14 billion to one.

Did these scientists know too much about some secret biological warfare project that was coordinated between them by the government? Or did they build the beast and accidentally release it upon themselves, requiring their systematic elimination in the interest of quarantining it?

Is this merely paranoid speculation or circumstantial evidence suggesting that the world's elite are planning and preparing to unleash plague upon us? If they did, they would be effecting a plan of mass population reduction and, potentially, even eugenics.

The Center for Strategic and International Studies (CSIS), a think tank run by Henry Kissinger and Zbigniew Brzezinski among others, has produced a list of seven trends that will challenge world leaders and cause change until 2025.

Called the "Seven Revolutions" it lists, as priorities one and two, population growth and resource management.

Listed in full, The Seven Revolutions are:

1. Population Control
2. Resource Management
3. Technology
4. Information and Knowledge Flow
5. Economic Integration
6. Conflict
7. Governance

"Each of these revolutions," writes the CSIS, "embodies both promise and peril and it is up to every one of us to determine the trajectory that these revolutionary forces will follow."

It appears that that determination may already have begun.

There was no sane reason to let this genie out of the bottle. If millions die as a result of tampering with a disease that has been dead for decades, perhaps it would be necessary to bring those scientists to trial for crimes against humanity.

If this pandemic occurs we may have to raise the specter of the harm principle, which leaves us no alternative, but to inflict harm or force on anyone who may have this disease.

It is the perfect scapegoat for martial law and the perfect catalyst for destroying trust and creating chaos or crisis for the purposes of leviathan government.

Global breakdown is inevitable, civil society will be eliminated and anarchy will ensue. It could be the beginnings of a global end game.

Imagine: a cough could be your death warrant—or even a warrant for your arrest.
